Independent Strategic Planning Consultant
Adrian is a ‘Specialist Independent Consultant’ on Strategic Land-use Planning, and Growth Strategies commissioned by both public and private sector clients on development matters. He has led the development of 14 Local Plans and recently led preparation of the Oxfordshire 2050 Plan through to the Regulation 18-part 2 stage. He has overseen residential and commercial developments, including two rail freight terminals. He has contributed to the proposed Heathrow Airport expansion and the 11 Council West London Development Framework.
He is currently strategic adviser to 2 New Town developments one is brown field Heyford Park, a former USAF base, the other green field, Harrington. Adrian was previously ‘Executive Director for Place and Growth’ for Cherwell and South Northamptonshire District Councils. He developed the case for the Bicester Garden Town and led the Oxfordshire working group to resolve the unmet housing need of Oxford that led to a major Green Belt release for 14,400 homes across 4 neighbouring Local Plans.
